On September 27, Armenian forces carried out new attacks on Azerbaijani settlements and positions, and Azerbaijani forces responded with attacks on Armenian positions.

Armenian authorities then declared a general mobilization and state of war due to the conflict in the Nagorno-Karabakh region, and the Azerbaijani authorities also declared a state of war for 19 areas, including the capital Baku. Since 1991, the Armenian army has been illegally occupying Nagorno-Karabakh, an internationally recognized territory of Azerbaijan.
